WHO WE ARE

LOVE Association provides dependable, compassionate non-medical companion and homemaker services designed to help seniors, people with disabilities, and individuals needing additional day-to-day support to maintain their independence and quality of life. Our services may include companionship/sitter services, meal preparation, light housekeeping, errands and essential shopping, transportation services, medication reminders, and technology assistance available on a private-pay basis.


As a separate service, we also provide Consumer-Directed Service Facilitator services to help individuals acting as the Employer of Record who are the representative for the client receiving home care services. The client has the right to select their own personal assistant, and a Service Facilitator is required to receive Medicaid funding. The client has the right to select the Service Facilitator, whose duties are to help with the plan of care, train everyone involved on DMAS rules and policies, help coordinate paperwork, and conduct required ongoing visits and assessments. We also welcome referrals, community partnerships, and government or organizational contracting opportunities for eligible non-medical support services. Companion Support Services

Non-Medical Attendant Care & In-Home Support


LOVE Association provides non-medical support services — including companion/sitter services, homemaker services, and everyday personal assistance with tasks like errands, reminders, and light organizing — for people who need extra support to remain in their homes or to give family caregivers a few hours of relief.

Companion & Homemaker Services May Include:

  • Meal preparation and healthy meal planning
  • Light housekeeping and home organization
  • Sitter and supervision support
  • Companionship services
  • Medication reminders
  • Transportation services
  • Running errands and essential shopping
  • Technology assistance and digital navigation support

Who We Serve

LOVE’s services are designed to help individuals remain safely in their homes and active within their communities. Our program supports:

  • Seniors aging in place
  • Individuals with physical disabilities
  • Family/caregivers in need of respite
  • Individuals experiencing loneliness and social isolation
  • Multigenerational households requiring structured support
  • Individuals and families seeking community resource connections

Flexible Options

Companion and Homemaker Services are offered on a private-pay basis, giving individuals and families the flexibility to arrange support based on their unique needs.


We also welcome referrals and partnerships with community-based organizations, care coordinators, and government agencies.

Consumer-Directed Service Facilitator Services are available

In Virginia, a Service Facilitator (SF) is a Medicaid-enrolled professional who helps individuals and families manage the Consumer-Directed (CD) option for home care. They assist you in acting as the Employer of Record (EOR) to hire, train, and supervise your own personal care, respite, or companion attendants.  Consumer-Directed Service Facilitator services are provided as an enrolled Virginia DMAS provider and are available at no cost to eligible individuals under qualifying Medicaid waiver programs (such as CCC Plus and DD Waivers).

Our role as a Service Facilitator

1.  Care Plan Development: Write and monitor your personalized consumer-directed plan of care. 

2.  EOR Training: Train the member or family representative on how to manage payroll, schedule shifts, and act as an employer.  

3.  Home Visits: Conduct required ongoing visits and reassessments to ensure care is safe and meets Virginia Department of Medical Assistance Services (DMAS) rules. 

4.  Fiscal Agent Liaison: Help you coordinate paperwork with fiscal employer agents like Consumer Direct Care Network Virginia (CDVA) or Public Partnerships (PPL). 

The Program Eligibility & Structure

1. Qualifying Waivers: Available through Cardinal Care Managed Care (CCC Plus) and Developmental Disabilities (DD) waivers.

2. The Caregiver: The consumer or a trusted family member (except the paid attendant or a minor) acts as the Employer of Record.

3. Cost: Free of charge to eligible Virginia Medicaid waiver recipients.
